What is the difference between scalar and tensor functions?

From what I can see, the python server side extension examples on https://github.com/qlik-oss don't include a sample Scalar function. Could ColumnOperations.SumOfColumns and ColumnOperations.MaxOfColumns_2 have been declared with Type=0 like in the C++ basic_example? If so, what would their implementation look like?
