Y axis not working according my requirement. please kindly assist.

Please kindly assist me to implement three measures i.e "Total P & C Claims", "P & C GPI Actual " and "P & C GPI Target" like below chart -

My  Y axis left and right side not working correctly. Please see screenshot-

Hello,

Can you check what does negative P&C GPI actual values stand for ? 

Your Line chart doesn't get any values because your variable "$(12month)"  doesn't have any value, what value do you need in that variable ?
