allowing users reload apps without using a task?

hello everyone,

I just want to deauthorize a group of users to prevent them edit apps, however i also want them to be able to reload the apps. so, they will only be allowed to read and reload. can you guys please help me with that? but without using a task?

thanks for your reply. but it's not what i need. 

I removed the users' edit permissions and when I did this, their reload permissions are also removed. I want their reload permissions to remain.
