"App Overview" section is disabled when no data is present in App, Feature or Bug ? June 2019

Hi techies,

We have recently upgraded to June 2019 from Feb 2019. We have noticed one thing, "App Overview" section is disabled when no data is present in App.

It is causing big problem to us, when we open any published app, it says "This app contains no data". Developers don't get that any visuals are there or not in published app or how many sheet it has.

It used to show all visualizations, and they were empty if no data was loaded

We cannot see it unless I have a minimum data set, one inline table with 1 row a data, at least

is it newly added feature in June 2019 or bug, if it is a bug we are planning to report it to Qlik support.
