Cannot seem to lock objects

Hi

I am going slowly mad and am coming back to QV after a break. I have several dashboards and I have noticed that in UAT all the objects can be moved/deleted/copied. I have performed the following in the security tab in sheet properties and applied this to all sheets then saved, but this does not work. I have moved this to UAT and this still does not work. I have copied all the objects to a new Qlikview document and it still does not work. Is there something else I need to do to ensure that users cannot copy or move objects and the sheet properties work as required.

Look at Document Properties|Security to see if Admin Override Security is unchecked.

I have done this but still on UAT users can move/delete/etc objects. I thought only admins would be able to do this.
