Disabled Rule in Audit

I'm trying understand what a Yellow / disabled for a user exactly means - I understand Green means access, White there is no access, Red something is wrong, but when Yellow appears what exactly happens and are the limitations - for example at the App level, can the user see the App in the stream but not access it or not see the App at all?  Screen shot attached where I did an audit on an App, some users have Access, others Disabled.  I know the user roles are different, but simply trying to understand how much or little Disabled means - thanks in advance!

I had found this too but I can't find which way it goes - the rule is disabled so the user has access to the app or the user doesn't have access when yellow appears on an audit?  Does it follow the premise of the rules that one rule allowing access will supersede any others denying it, hence, the rule is disabled so there is access?
