Can we able to create LEF information based on available licence key and serial number. Can we do it self without qlik team support? Please guide.

Sounds like that serial number is invalid!

u can try to update ur license key from server,then ur lef file is automatically will be generated in back folders,then u can get from thr the same.
else the link shared by Jagan is perfectly working ..I just tried,u can use the same to get ur lef file!
if ur not getting then some thing problem with ur license no.
