Ho w to create calendar

Hello There,

How to create calendar not base on hire date but base on as of date and base on active=1 

below data table is sample:

if i select the calendar for the year of 2008  should be the total of employee = 2

but if i select month & year 1/2008 should be = 1        but if select  11/2008 = 2 then 

if i select 2019 should be = 9  base on the active = 1 count  from previews month & year

then if i select  2018  should be = 7  and so on....

Any solution about this scenario?
