How to calculate the carryover savings ?

Hi all,

Please find the attached excel,

I need to calculate the carryover savings for all the IDs across all the Fiscal years based on the savings start month and to show same as in stacked bar chart as in  the attached excel.

Please let me know for any other clarifications
