Is it possible to access a dashboard built witih Qliksense or Qlikview and publish it so that It can be access by 10 user?

Publish it and distribute it to an AD group in QlikView or a stream in Qlik Sense

Not for QlikView

Qlik Sense documents can be published in the Qlik Cloud for a number of people. That used to be mx. 5 visitors. Not sure if that still applies.

i think if you have created QVW(App) in Personal edition and you want to publish it.

first you need to open it with licensed Qlikview desktop and "Save As".

then you can publish that QVW file to that licensed environment.
