--> If possible restart the Machine so that all automatic servers are wake up. (Before restart the machine inform to all developers and get the required team members approvals).
--> Some times N/w or Firewalls are stopping some of the services if any modifications happens without your notification.
Hopefully/Surely it will clear your issue.
--> Since it is a Dev server try to restart your machine .it will resolve your issue.
--> Task Manager-->Performance-->Up Time ,Check this before restart the machine.
As per Qlik tech it is advisable to restart the server machine every 1 year.i read some where in community.
