would publisher have triggers like on post reload etc?
and also
if i have two documents one was sales.qvw other hr.qvw need to reload immediately one after other is
possible in publisher or server ?
in publisher (and in server ttoo) you can reload a doc2
- on a schedule
- on an event of another (succesfulfailed) doc (doc1)
the image is from a server (te publisher can do more things)

There's a trigger like "On event from another task" which can trigger hr.qvw after completion/failure(this is the event which you can give) of Sales.qvw
The other types of triggers are
On a schedule - where you can give the schedule
On an external event - like EDX
On multiple events completed - again this is same as On event from another task but based on multiple events(newly added in version 11).

Which is the best one server or publisher ?
It is possible in both (i.e. in a QVS without Publisher, and in a QVS with Publisher). If you don't have a Publisher license, the server will take over a few simple reload task types. Task chaining is still included.
You can even trigger the two reload jobs to run side-by-side. Or one after-the-other if you fell like it.
For trigger type "On Event From another Task", there is no difference whatsoever. Except for the license cost. Publisher is more expensive.
server is mandatory if you want a web access to QlikView documents
regarding document reloading, server is a subset of the publisher

usually there is a server,
sometimes/often server + publisher,
never (not in my experience) only a publisher
