How are you determining which values need changed?

Condition 1:

If Dept-In is 'Default' and if status of previous record is 'Create' then the Default value should change to previous value in Dept_In.

Condition2:

if Dept-Out is 'Default' and Dept-In is 'Default' in next record, then it should replace below value of Dept-out in Dept-Out. and for Dept-In also should replace with below value of Dept-In.

It seems that you missed out one logic which will reduce the original 7 rows to 6 rows but here is the result with 7 rows:

Attached is the qvw which uses pick function in script.
