We have some reports in Qlikview in which some Users are unable to access to some or all data while some Users are able to access all the reports properly with selection of customized filters in both cases.
All the Users possess valid CAL's to access the reports, so the reports should be consistent for all of them I guess.
Kindly assist on this as when and why does this happen?

Do you have any Data Reduction based on Section Access in place? This could explain the difference in data being visible for different users.
In addition to possible Security limitations, it's possible that different customized filters render some data to look like "unavailable". For example, if you have a reference to a single Field value, it may look like NULL if multiple field values are available.
Other than that, it's hard to envision what might be going wrong...
