I have data as below.

Problem Statement :
If Actual Value falls in Range of Inception,Functional,Performing,Best In Class,plot the scatter chart accordingly.
I have attached an example for this. (Instead of low,medium,high i want values to be displayed with exact background colors as shown). Can somebody help me out in this?
