Section Access and NTDOMAINSID

I have the following section access table:

The ADMIN user has a NTDOMAINSID and also a USERID AND PASSWORD.  I thought QV first checks if the fields SERIAL, NTNAME, NTDOMAINSID or NTSID grant the user access to the document and only if no match is found or if these fields are not set, does QV prompt for a USERID AND PASSWORD (if set).

The ADMIN member in the above section access has the NTDOMAINSID for his machine so i expect the document to open without asking for USERID AND PASSWORD.  However i am being asked for these credentials.  Is any thing wrong with the above section access?
