Selecting User privileges in Front End with a button

I need to give certain User Privileges for normal users and Admin users like Normal Users cannot Add sheets, cannot edit script, can't Move Sheet objects while Admin Users have all the privileges.

This can be done using the Document Properties/Selecting a group of objects and checking the Allow Move/Size.

This looks like a tedious process. Can this be done with a click of a button? Like Adding action items like Allow Move/Size, Allow Edit Script only when the Admin user is logged in?

The Idea I'm having is, By default we are locking all the objects from moving/resizing. Only when the Admin user logs in, A button with a property should be enabled for Development purpose.
