In a healthy situation you never restart the QlikView services and the server they are running on.
Exceptions:
Some changes in the QMC (like updating some folders and updating the license) will require a QlikView server service, but the QMC will warn you when it is about to do that and you do not have to do that manually yourself.
A common misconception (for new server administrators) is thinking QlikView has a memory leak because it "eats" 70% of your memory, but this is a healthy thing as it is caching calculations for re-use by others making the same calculations.
