Each user can be logged on to Qlik Sense Mobile SaaS on five concurrent mobile devices per tenant.
If you delete the Qlik Sense Mobile SaaS app from your device without having logged out first, a second device license will be consumed when you reinstall the app.

The number of five concurreng devices cannot be changed.
If you have logged on to too many devices, you can log out the existing ones in the Qlik Cloud hub.

are there similar limits on concurrent users for regular clients?

This article is specific to the mobile client. Users do not have a limit of five devices for any other devices they use with a regular browser.
So:
A user can sign in from any amount of devices using a browser (Chrome, Safari, etc), including a laptop, PC, android phone, iPhone, etc.
They can, however, only use the mobile client from five devices before they need to sign out.
