CustomAction ISIISInstall returned actual error code 1603 when upgrading Qlikview using IIS as webserver

When upgrading Qlikview using the IIS as a webserver it might  fail following error message:

CustomAction ISIISInstall returned actual error code 1603
(note this may not be 100% accurate if translation happened inside sandbox)
Action ended 08:01:00: InstallFinalize. Return value 3.

Environment

• Qlikview 12.70

Resolution

Enable binding to port 80 in IIS before running the installation

Cause

The initial installation of Qlikview was done with binding on port 80, later changed to e.g. port 443.
