A Qlik Sense node can be configured to have a specific consumer purpose.
Three option are made available:
These options refer to consumer purpose. They will govern whether a user can only consume apps from this node or if they will be able to develop (create) from there - or both.
These settings do not control the capacity to reload applications. This functionality is controlled by the Scheduler Service. See Qlik Sense Online Help: Editing schedulers for details.
This server is intended to support users to access apps but not create them. This means that when a user connects to this node, the Create new app button in the hub is not displayed to the user, regardless of security rules or license allocations. To hide the entire Work section in the hub, you need to disable the security rule that grants the application owner access.
This server is intended to allow users to create apps, provided they have sufficient rights allocated by Security Rules and licenses.
This setting allows both activities to occur on the node. This means that both normal user traffic is handled and users can create apps.

thank you for information, we have used Custom Properties mixed with Custom Load balancing rules.
