Different field properties for users

Hi there, please help me to understand possible reasons for my problem. I am running loading script, which returns null values in new field for all users, except administrator - she sees values in this field.  Moreover, we found different field properties displayed for 2 accounts:

What are the reasons for field properties discrepancies? How it could be fixed?
