Just in case someone else finds this page with the same issue I had. I got this message when accessing the Data Market through our Sense Enterprise setup.
It turns out that if you are using ad blockers or similar, the connection to https://datamarket-api.qlik.com is done so that it is visible to the end users browser. So I got this error message because the data market was blocked by my own browser. Disable ad block or use another browser to "fix it".
Although I am using a much later version (Nov 2017) I discovered from the SP3 readme that there was an issue with DataMarket that was caused by an in-place upgrade. If you perform a repair from "Programs and Features" this resolved my issue.
