Pie Chart not fitting to level when I have multiple levels

Using 17.3

In one of my excel Sheet I have a requirement to have multiple levels

The Chart and table sit in the middle.  For some reason the Pie chart is not expanding within the Level but the table is.

I have this in another sheet in the same report and its working fine but has only one level.  Any Ideas?

I copied the sheet that was working and updated it and it was fine.  Didnt find the root cause though.
