Yes - i had experience this when i did not follow all instructions during installation process (check help.qlik.com for details).
Make sure you run an installer with admin rights with the account which meant to be used for NPrinting services. Check if the account is meeting all required criterias (also detailed in help.qlik.com under NPrinting section)
