If excel report can not be sent in html format through email, why there is still html option when creating the excel report?

HTML reports and Qlik entity reports can be embedded directly into the body of emails. This means users can quickly scan your report without having to download and open an attachment. You can also embed a summary of your data in the email body, and include the full report as an attachment.

Hence Only HTML & QlikView Entity reports (as images) can be embedded in email body. All other types of reports only as attachments to the email - not possible to embed into the body.

To answer your first question: Because Excel reports can be sent as HTML format through e-mail. However, only as zipped archives in attachments. Note that it is not compulsory for a Publish Task to generate e-mails - a Task can have other report destinations like the NewsStand or the Qlik Sense HUB or even Destination folders.
You will not have the option to embed any report type into the e-mail body except for HTML and QlikView Entity types irrespective of their Final Output formats. This is how NPrinting currently works and is documented as such in the first link you shared.
