ver 17 is installed on the server and I can create the reports by rdp into the server and edit the template. If the reports need to be created from the laptop without RDP to the Nprinting server, do I need a npritning designer license that need to be installed on my laptop?

Correct. nprinting 17 and above does not need designer license. Number of developers is tied to server licence and is assigned using nprinting roles In admin console. SMB usually has 2 developers and enterprise has unlimitted developers.
