Difference between access to APP CONTENT and CONTENT LIBRARY in Qlik Sense

Hi All,

I am able to understand clearly the difference between having access to app content and having access to content library?

Say if I have access to any app content (like, .jpg or .json) then why would I require access again to any content library files having the same content?

Basically what is the use of having Content Library if we can provide security rule access to app contents (using app.content_*) as well?
