</Placemark>I did a find and replace, replacing the <SimpleData name="ADM1_NAME"> with <Name> and replacing </SimpleData> with </Name>. I have attached a modified kml file (zipped) to this post.
As you can see from the screenshot below, this solves the issue of the names. However, there appears to be another issue with the coordinates, which I assume is due to the map projection used, but I'm not an expert, so perhaps someone else will have an idea.
I found the issue with the mapping of the coordinates. For some reason, the layer Location Field had defaulted to Name instead of Area. After changing that, everything appears to be correct. I've attached the app (you'll have to unzip it).
