After experiencing this issue multiple times, I finally found a possible workaround for this. Below are two scenarios:

1) If you create master items for an app in the 'Everyone' stream and afterwards you duplicate this app into your own personal work stream, you may not see the master items you created in the 'Everyone' stream.

2) However if you create the master items for the app in your own personal work stream and republish the app to the 'Everyone' stream. And afterwards you duplicate this app again into your own personal work stream, you will see the master item you created in scenario 2.

To get the desired results of scenario 2 for all your existing master items in Scenario 1, you will have to recreate the master items in your own personal work stream and then republish. I know this is tedious but this is the only workaround I found since I could not find a good solution with security rules.

It seems to be some security rule designed to allow for Master Items to be added to a published app in QMC.

You may have to adjust or remove it.
