URL-link from Qlikview to querry BLOB file stored in Oracle

Is it possible to use URL-link from Qlikview to querry BLOB file stored in Oracle

Qlikview report written in Qlikview Developer web view.

When user clicks on the URL link in field “Link to view document”, the document should open in the right application word, excel, pdf reader etc.

The idea is that the link points to a program written in for instance .net, java, VB, SQL/PLSQL etc to open the correct BLOB stored in Oracle database table. Qlikview has the required reference data as document number, document revision and backup date/time. This reference data should be included in the URL link. When the user clicks on the link the program is called and the correct BLOB is searched and opened automatically in the users web browser.
