Sure but you would need the dashboard bundle with latest qlik sense or extensions . These notes would be stored in variables only though. What do you want to do with the text after being entered

yes. they can write the text using an variable input box. but will be available only for the users session (not sure if it persists if user logs back in) . if you can expand the full scenario i can try and help with full knowledge
