how to disable creation of sheets and stories in published apps

I need to disable the creation of sheets and stories in published apps. Nobody must be able to do it. Looking around in the various posts suggest to modify the security rules "CreateAppObjectsPublishedApp".

I activated the security rules that were disabled and set Actions to Read.

I saved and updated the browser in which I had open apps.

Has nothing changed?

Can you tell me what am I wrong?

do I have to restart some Qlik service by chance?

I correct. I realized that only the admin can now create objects.

Now the question is why?
