rank multiple does not work

I'm trying to get the values that are of rank one but it does not show me all the values and I also place intervals and in some cases it does not show data, in which I'm wrong?

the script  set analysis is the following= =IF(AGgR(Rank(ANTIC_NUMOOBL,2,4), rutprov, codprog_id) = 1, ANTIC_PAGADO)
