License database missing, can we upgrade to 2019 June version?

Hi,

We currently are using 2018 November version on a multi-node environment. And we plan to upgrade to 2019 June version soon. upgrade package mentioned that 'License Database' is needed, but obviously we don't have it installed.
Question is,
How to get it installed?

Do I need to reinstall the whole postgreSQL?

Are you using a standalone version of PostgreSQL or the bundled version? If bundled, then the installer should handle all this.
