We have a multi node installation and are having an issue with app's syncing across the 2 servers. We have a load balancing rule set up that should sync apps to the none central node. This states node.iscentral="false" and resource.stream.id!="a70mdjntj-iiduydn-jcjcki-cmckckc" where this stream is the monitor apps.
For some reason apps are not syncing across both servers when published, so when a user logs on and are directed to the 'other' server the app is not available.
Has anyone else had this issue? Does it happen because syncing cannot take place when there are user sessions open?
If I understand what you are attempting to accomplish, this article may show how this is achieved:

Whats the LB rule you have, since "node.iscentral="false" and resource.stream.id!="a70mdjntj-iiduydn-jcjcki-cmckckc" is the default rule that QS includes? or you just have "ResourcesOnNonCentralNodes" and " ResourcesOnCentralNode" rules? have you modified the "ResourcesOnNonCentralNodes" for any chances? IF you just have default rules then, yes, all RIM nodes should load the app? When you say "app is not available" do you mean, you do not see the app at all or you see it > click on it and you see an error?
