try below steps step wise step
1. if windows firewall is ON then please make sure Engine, proxy and reporistory section ports are open in inbound and outbound rules:

use netstat -aon | findstr 4444
3. If any antivirus is there, update its access rules to allow ports.
first rule of investgating to fix connectivity is ports
4. reinstall Qlik sense rim node and then try it, not the central one
