Qlik Sense Service Dispatcher got stuck

On a Windows Server 2012 R2 we have installed Qlik Sense 2.0.2 and we want to upgrade it to 2.1.1. After the upgrade I found out that the apps weren't migrating and aren't available in the Hub. There seems to be a problem with the Qlik Sense Service Dispatcher (which got shut down on version 2.0.2) The reason they did shut it down is because it somehow got stuck in it's own loop. The visible effect is that it generates like 1 or 2 logfiles every second and places this in AppMigration (under logs.)

Does anyone have a solution for my problem with the Qlik Sense Service Dispatcher? I need it to migrate my apps so they are available again. And normally this service should run without giving a kick.
