Are you logging to Qlik Sense while you are logged on the server via RDP connection? Is there localhost in the address bar or machine name (ex. https://MACHINE_NAME/qmc/? You can try to change that to localhost or local IP address.
If you are trying to connect from external browser it might be blocked at some point by firewall. If by external then which browser do you use?
