Qlik Sense multi cloud License activation without internet

Is there any way to activate Qlik Sense License without Internet on a multi-cloud setup (Kubernetes) with signed key?

If not can somebody help with the URL and port for Qlik License server that can be enabled only.

Is it possible without Internet: No.
