Connection Error When Trying to use SQLServer as a Repository

With a new server install I try set the repository to SQLServer and I get the error message: 'TCP Provider, error: 0 - No connection could be made because the target machine actively refused it.'

I am using SQLServer 2005 Express I have created a server user that is the same user running the Qlikview Server services.

From the instructions in the Server Manual I should see a drop down of available servers to choose from. I see no additional fields beyond selecting SQL Server as the repository.

Any suggestions? I am not sure where to look for a configuration which tries to connect to the SQL Server as all I am provided is with a single drop down box in the QEMC.
