The current 1.1 Dashboard appears to be working on Windows Server 2012 (see comments here QlikView Governance Dashboard 1.1 SR1 Available for Download
The official statement is that it is not supported on Server 2012 solely because this aspect was not fully tested before the release of 1.1. However, preliminary testing on Server 2012 and Windows 8 were positive, so I would try it out as I believe it will work.
All future releases would 'officially' support it.
