Only if you access online.
Using QlikView Software (OffLine) is borrowed from the license server. If you have a license would be available other license that user will get into another machine.

If you are using user name instead of machine name (Client Access Licenses (CALs) > Identification), YES.
But you can only borrow the license twice.
