You can use the QlikView Publisher license sold by a partner in a QlikView Server license that has sold for another partner? The QlikView Publisher licensing needs to be purchased on the same Server partner? Thank you.

You can use other publisher license also.

There is no link between a Server licence and a Publisher licence.

Clearly from a legal standpoint you need to own whatever licence you are trying to apply (not implying anything but your question is not 100% clear).
