I'm trying to set an upload twice a day through QMC, At 7:00AM and 10:00AM.

Yes, you can schedule it.

Set a trigger for same in QMC

Yes you can schedule the QVW application using reload option under User Documents. You have option of scheduling tasks hourly, weekly etc. But in Your case, you want to schedule only twice in a day with time gap of 3 hours. to achieve this I think you need to write small script inside the qvw not to run after 10 am

You can set it in QMC, if you have Publisher.

Another way is create a PowerShell script and run task using Windows Scheduler.
