Multiple Triggers

I have this scenario where I have a task that I need to run every Thursday, 1st day and last day of the month. If the 1st day and last day falls on Thursday, the task should execute once instead of twice. Is it possible to setup based on this scenario? I tried to create 2 triggers in one task, but both triggers are executed if it fall on the same day.

Current setup:

This is the first time I see the Triggers function in QMC, may I know where it is?
is it in Publisher?
