we need to have at least 2 separate server environments (logically separate Qlikview instances in this case for Prod and QA/test - so I assume we need at least 4 VMs, 1 for app server and 1 for publisher in 2 environments). Would like to know if QA/test environment means compulsorily do we need to purchase Test Server license. Kindly advice as I am bit confused over here.
Here QA and Prod both are singale machine. Qlikview is just file based application. We have to maintain QA file /folder structure and Production file /folder structure.

Yes if you need Test Server environment, you need a license for Test Server.
"QlikView Test Server is a license that provides an environment separate from production to use for data validation,

Yes if you want 2 environments.
You could use the same server for prod and qa/test (using different folder) and you don't need a test server license but I would not recommend it as in this way you're testing on the same hardware of the production.
We can use one server as QA and Production. One licence is enough.

if we wanted to test the application we can have a separate folder path for QA,once its working fine we can move to folder path pointing to PROD.right
