Hi,
After installtion of Qlik View server still this service is displayed as down.
Logged in user on server is a part of local administartor and Qlikview administrator as well.
All other qlikview services are in running state except qlik view service. On the License tab cannot enter licence since "server is down " is displayed.
Please provide an input for the same.

The QVS service is probably running, but cannot be contacted.
Is the QVS service running under the same account as the other QlikView services (on the server, run services.msc and scroll down. Services are listed alphabetically. Post a screenshot of those QlikView services with all columns visible).
Check out the QVS logs. Open the QVS Events log (not the Windows Events log) and see if that one contains a bit more information.

The Logged in user for our server is SPBITEST and for the same user services are running.

QVS Event log states: PGO: Failed to open C:\ProgramData\QlikTech\Documents\CalData.pgo. Error : Access to C:\ProgramData\QlikTech\Documents\CalData.pgo was denied.. Time: 0 ms

Is user SPBITEST allowed to write to the Document root? Is seems that SPBITEST is not a member of the Local Administrators group.
As an alternative, move your Document Root to another place (not in ProgramData, that's a bad location anyway), configure in QMC and restart your QlikView services.
Stop the services. Take backup of .pgo files and delete existing. Restart the services.

Can you please elaborate on the alternate steps .Are you mentioning to move the folder Documents from path "C:\ProgramData\QlikTech\Documents" to another loaction. How to configure on QMC??

On your server, start Windows Explorer, navigate to C:\ProgramData\QlikTech and right-click on the Documents folder. Select security and post a screenshot of the top list.

SPBITEST user is not part of Security of this Documents. But i tried adding the user and restarting the services.
But no luck on that.

SPBITEST is part of the ACL through membership of the Administrators group. Does the security for a specific file in Documents (like CalData.pgo) include Administrators as well?
A Document Root can be changed manually by shutting QlikView services, copying/moving the contents of the Documents folder to a new location (check the parmissions of this new location), changing the old location to the new in C:\ProgramData\QlikTech\QlikViewServer\Settings.ini (key DocumentDirectory) and restarting the QV services.
