Qlikview Unable to change CAL assignments after publisher license expired - QMS backend Off Duty

QlikView In our environment the #Publisher license expired however the Server license was renewed on 10/31.  However since this happened I am unable to make any changes to the Assigned User Cal assignments with erro

Error

Could not perform request since QMS backend is in Off Duty State.

I tried following one article to server license and re-enter.  All this did was wipe out the assigned CALs that were still valid.

Any help please!?  Qlik license renewal rep/email thread has gone silent since we noted we still need publisher to be renewed last week.

The publisher license was just renewed/extended and assigning Licenses works again.  Based on my experience, knowledge, documentation, publisher shouldn't be needed to assign CALs.  So it doesn't sound like this is expected behavior.  However I don't know how to remove publisher license and not get the Off duty message.

I was seeing this message throughout the qmc.  The User Documents list was empty before when the publisher license was disabled.  again this is not expected behavior from my understanding, only the Source Documents wouldn't exist.

Note: Publisher is on a separate server from QVS

@stevejoyce

Once you have set a publisher license, it is a bit tricky to take out. Having an expired publisher license can cause this behavior. I know you already updated the license, but here is an article explaining how to take out the publisher license.

If you do this, all tasks will have to be re-created.

Hi @stevejoyce,

The "Could not perform request since QMS backend is in Off Duty State" is typically returned when more than one QlikView environment has the same QVS license applied. Suggest that you start by reviewing the QlikView Management Service (QMS) logs for errors/warnings as that may provide a clue to the issue. The default location for the logs is %ProgramData%\QlikTech\ManagementService\Log. Ping back if you have questions about what you find and if you can, attach QMS log to this thread. Thanks!

Thanks @Chip_Matejowsky .

Below is only information in this log.  To recap, its an envrionment thats been running for years.  the publisher license expired on 10/31, the qlikview server license was renewed using the "Update license from server" option which did properly update the lef contents.  but as of 11/1 it is giving all "off duty" errors.  i tried to clear qlikview server license and re-enter license + control but that only wiped out whatever CAL assignments were working and still cannot make assignments.

@Chip_Matejowsky ,

no.  the publisher license was not renewed and so it expired after 10/31.

only the qvs license was renewed.

Hi @Chip_Matejowsky  - being you marked the "solution", are we saying that a publisher license is required to be able to assign CALs?

Hi @stevejoyce

Could it be possible to share a screenshot of the the services statuses section in the QMC (QMC\Status tab \Services tab)? I was wondering if it has been verified that the QMS is not still off duty, if so, there are different reasons for that error, do you recall using the same license on a different server ? there are other things that could be verified :

Hope it helps!

Thank you @Maria_Halley .  I did not try this as we renewed our publisher license which fixed the issue, but based on all the info, I am pretty confident what you are saying would have been the resolution, if we decided to remove our publisher license going forward.
