Whilst our QV server is managed by our central data warehousing team, they aren't responsible for buying or allocating CAL's.
Individual departments throughout the business buy CAL's from their own budget. Can we split CAL's up and not have them in one big pool?
no, you cannot - the licenses don't have a label on them. QMC does not care who bought the licence that you assign to anybody.
Who in your organization has access to QMC? - those people can manage the licenses (which should be tracked, so you can easily tell which people have what license(s) )
